What changes in the conversion
- The WEBVTT header, NOTE comments and STYLE and REGION blocks are removed.
- Cue identifiers, timing lines and cue settings (align:, line:, position:) are removed.
- Voice tags such as <v Instructor> are removed and the spoken text kept; entities like & become the characters they stand for.
- Each cue becomes one paragraph with a blank line between cues.

Questions
Does the transcript keep speaker names?
No. WebVTT stores the speaker inside the <v> tag, and the tag is removed with the other markup. Speaker names typed into the text itself are kept.
Can I turn the text back into captions?
No. Plain text has no timings, so it is an output format only. Keep the .vtt as your source.
